AGENDA 21

Agenda 21 is an action plan which the local autorities establish with the citizens and with all of the subjects acting at a local level (enterprising world, trade unions, non-governmental associations, educational agencies, citizens, etc.) to focus on the sustainable and durable development plans.

The process passes through six main phases which are not necesserly sequential.

  1. report about the environmental conditions (the main frame to start from);
  2. creation of a forum – “site” representing the different social categories laying on the territory (citizens, firms, trade unions, associations, etc.);
  3. open discussion, usually made by the workshop method on the future desirable local backgrounds, leading to a first action plan;
  4. this first action plan is represented by more restricted groups which are going to be matched with professionals related with the several subject matters;
  5. the first action plan is brought once again to the forum to achieve a final document;
  6. this document is politically checked and finally gets a real Action Plan.
